How Scoring Works
Timing (0-40 pts): Trades within 3 days of a vote score highest. Before-vote bonus (+10): Trading before voting is more suspicious. Amount (0-30 pts): Larger trades score higher. Industry match (0-20 pts): If the stock's industry matches the bill topic. Score ≥70 = flagged for review.
