The STOCK Act Explained

The Stop Trading on Congressional Knowledge (STOCK) Act of 2012 requires members of Congress and senior staff to report stock trades within 45 days. Before this law, lawmakers could trade on non-public information gleaned from committee hearings, classified briefings, and legislative negotiations with no disclosure requirement.

Despite the law, enforcement has been weak. Hundreds of trades are filed late, and penalties for violations are minimal. Our database tracks every disclosed trade so the public can see what their representatives are buying and selling.

Periodic Transaction Report (PTR) Contains:
  • Asset Description — The company, fund, or security being traded
  • Transaction Type — Buy, sell, exchange, or other
  • Amount Range — Transactions are disclosed in ranges ($1K–$15K, $15K–$50K, etc.) not exact amounts
  • Transaction Date — When the trade was executed
  • Reporting Date — When the member filed the PTR (must be within 45 days)
The Question We're Asking
Did they trade stock in companies affected by legislation they voted on? Did they buy before good news they had advance access to? Did they sell before bad news that hadn't hit the market yet?

The STOCK Act

The Stop Trading on Congressional Knowledge (STOCK) Act, passed in 2012, requires members of Congress to disclose their stock trades within 45 days of execution. This was supposed to prevent insider trading based on non-public information they access through their position.
